A MARIJUANA dealer and his young cohort was sentenced to life imprisonment after they were found guilty by a Benguet judge of violation of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002.
Philippine Drug Enforcement Agency chair Undersecretary Arturo Cacdac Jr. said Warton Fred, a 32-year-old farmer residing in Sitio Polis, Bgy. Tacdang, Kibungan, Benguet, and a cohort whose name was withheld since he is a minor at the time of the arrest, were found guilty by Judge Francis Buliyat Sr. of the La Trinidad, Benguet Regional Trial Court for violation of Sec. 11 (Possession of Dangerous Drugs), Article II of RA 9165.
Each was also ordered to pay a P500,000 fine.
Fred, then 29-years-old and his minor cohort, then 16, were arrested on April 7, 2010 by members of the PDEA Cordillera Regional Office for transporting 17.6 kilos of marijuana fruiting tops worth P440,000. The operation was triggered by a tip from a concerned citizen.
Investigation revealed that Fred is the older brother of Pinrad Fred, who was also convicted three years ago for the delivery of 10 kilos of marijuana to a poseur-buyer on May 6, 2008 in Rizal Park, Baguio City.
“Pinrad is a member of the Vegetable Drug Group operating its marijuana trade in Benguet, Pangasinan, La Union, Tarlac, Bulacan, Pampanga and Metro Manila. However, the drug group has been disbanded since 2008 as a result of Case Operation Plan: Vegetable Rush,” Cacdac said.
P73.4M CANNABIS DESTROYED
COMBINED agents of the PDEA and the Benguet Police Provincial Office overran 62 marijuana plantations in the province where they uprooted and destroyed an estimated P73 million worth of cannabis during a three-day operation last week, Cacdac said.
“Those operations were in line with our ongoing campaign to locate and destroy all secret marijuana plantation,” the PDEA chair said.
The marijuana plantations were discovered in Bakun and Kibungan municipalities during the January 10-12 operations by members of the Cordillera PDEA office under Director Ronald Allan Ricardo and the Benguet police headed by Sr. Supt. Rodolfo Azurin Jr. No arrests were made during the raids since the cultivators were believed to have noticed the presence of the heavily-armed troops encircling the area prompting them to flee.
The raids were part of the PDEA Operational Plans “Bushwacker” and “Green Thorn.”
The raiding teams uprooted fully-grown marijuana plants and seedlings in 62 cultivation sites with an estimated land area of around 44,000 square meters in Sitios Kinmayad, Agay-ay and Lubban in Bgy. Kayapa, Bakun, Benguet; Sitios Tebteb, Lukoc, Lebeng, Batoan in Bgy. Badeo; and Beleng of Bgy. Palina, all in Kibungan municipality Nearly 223,000 fully-grown marijuana plants were uprooted and destroyed with 13,000 pieces of marijuana seedlings, 225 kilograms of marijuana stalks and 15 kilograms of marijuana seeds during the three-day operation.
“Marijuana is a perennial plant that naturally thrives in high altitude areas and is the second drug of choice. With these glaring facts, PDEA will continue to step up its offensive in destroying cultivation sites in mountainous areas,” Cacdac said.
